As far as i can tell, it appears the dgii_wsdl URL changed from https://www.dgii.gov.do/wsMovilDGII/WSMovilDGII.asmx?WSDL to https://www.dgii.gov.do/ventanillaunica/ventanillaunica.asmx?WSDL.
