Update kustomized-helm as a sidecar plugin

argocd-cm plugins (CMPs) are deprecated. kustomized-helm should be updated accordingly.

The fix is to use https://argo-cd.readthedocs.io/en/stable/operator-manual/config-management-plugins/. But I've not done it (yet).
