Feature: Adds Telegram bot extension to enable users to interact with DocsGPT via Telegram.

This change was needed to provide users an additional platform to interact with DocsGPT. By adding Telegram bot functionality, users can easily ask documentation-related questions and receive answers directly in their Telegram app. This enhancement improves accessibility and user experience.
@IkkiOcean is attempting to deploy a commit to the Arc53 Team on Vercel.

This PR was initially submitted for Hacktoberfest, but throughout the process, I grew fond of the project and hope to contribute to it in the future as well.
Really appreciate your PR. Thank you! But we already have a TG extension with history and other features. I suggest you try slack extension as we dont have one.
