Successor to #1838

This PR adds a few things to show GCP/GKE some love.

  • GCP SCC (GSCC) Publisher. This is intended to match the ASFF functionality for AWS.
    • Documentation for GSCC usage.
    • Added helper script for one-time creation of GCP SCC Source "KubeBench"
  • severity as a supported field for checks. This is only implemented on GSCC publisher.
    • Default is high as this was the default value for the ASFF publisher.
