New plugin to detects open ports in security groups that are not associated with any running service on the instance

Ass the title describe I add a plugin that allow the security scan to detect open ports in EC2 security groups that are not being used by any services running on the associated instances this is important because since unnecessary open ports can be an exploitable vulnerability.
