Remove terrible advice: Enforcing client certs for AppServices

This is a bad advice.

Enforcing client certificates is a fairly obscure use-case and if you need it you will easily find a way to enable it, but for the 99% rest of us this will just break "normal" web apps

For some reason this advice is also pushed by the "Azure Security Center"
