Has this been tested ? Will this be included in the velocity 2.0 ?

This seems to be a very specific resource loader and shall be hosted outside of core.

This could be in a contrib section somewhere on the site. We have one for the tools already.

That could be OK, but I do not want to take care of the core w/o having to go through a lot of hoops.
