Update Dockerfile.ci_adreno

The image name has a typo and there is no image tagged with latest on the docker hub. This should be fixed and is likely an issue with all the dockerfiles as well.

Since then I discovered there were other things wrong with the docker build, and I just gave up and built directly from source. The docker builds could perhaps be taken down if they are difficult to maintain
