remove LGPL dependency

What happened: dependency has LGPL licence, which should been removed

ERROR the following licenses are incompatible with the main license: Apache-2.0 License: LGPL-3.0 Dependency: github.com/juju/errors License: LGPL-3.0 Dependency: github.com/juju/loggo License: LGPL-3.0 Dependency: github.com/juju/ratelimit License: LGPL-3.0 Dependency: github.com/juju/testing

How to reproduce it (as minimally and precisely as possible):

run sh goimports.sh on root directory
