feat: add knowledge files for dev chat new issue command

Summary

Add knowledge files for devchat new issue command, so we can create an issue for devlake on one click.

Does this close any open issues?

usage

  1. install devchat vscode plugin.
  2. install new-issue inteligent script, accoding to https://github.com/devchat-ai/workflows
  3. configure your github access token in ./.devchat/information/config/config.yaml
  4. type /new-issue.bug bugDescription and every thing will be done.
