[MINOR UPDATE] upgrade Phoenix to 5.2.1

phoenix 5.2.1 uses HBase 2.5 and Zookeeper 3.8

looks like there are some more issues yet to solve

  • the phoenix db tables may now be tenanted - there is a setup issue in the tests because of a change in the DB structure
  • may be some transitive dependencies from phoenix that need to be excluded
