Temporary file encryption support.

This pull request based on commons-fileupload 1.5 and support an security requirement the encrypted temporary files.

Ciphers you could inject by java SPI. I have to use it with a lot of primefaces fileupload situations. Primefaces supports commons-fileuplod next to 'native' Servlet 3.x method.

What is my chance for an approve? Is it possible an 1.5.1 version with this feature? Can you estimate when could be happen somthing certanty?

I need to review this PR this week and look at the test coverage. Then I want to consider whether we should do this in the 1.x branch only, in 2.x only, or both.
