Issue a release 8.0 based on exact tag 6.0 to clearly mark which is the current stable and maintained version

With this ticket i would like to propose to re-issue release 6.0 with number version 8.0 to help user clearly identify the last, stable and maintained version of the software.

This seems to me very important in order to guide users towards proper identification of the version of the software.

At the moment in fact the NPM registry sees published a version 7.0 that is actually unmaintained and for which seems to not exist any path for future development.

I would like to propose the following path of maintenance:

1. Re-issue release tag 6.0 with a new release tag 8.0
2. Collaborate on testing the pull request https://github.com/angular/protractor/pull/5516by @StanislavKharchenko to upgrade 8.0 (6.0) to use latest version of selenium 4 and issue a version 8.1
3. Possibly get sure that version 8.1 uses latest dependencies versions up to date in order to satisfy aspects of security necessary for many security related projects and already discussed in #5480

This proposal starts from the analysis of the issue https://github.com/angular/protractor/issues/5502 and the analysis of main user needs expressed by projects currently using protractor and interested in the stability / security of the project.

@Splaktar @kyliau: I would kindly appreciate if you could recheck within @angular if this could be a viable path in order to start collaboratively working on this and benefit of the current possible help of other users that already demonstrated interest in this.

Yes, this is fully for our needs too. I've contacted with Keen almost a month ago, and he said that @angular team trying to find ownerships for Protractor. After that no news and I don't know what is happened.
