No Tern option under "windows/prefrence"
All components are installed, I can see everything in plugins/features folder too.
But the tern setting option is not available, I can see "tern modules" under
"project preference/JavaScript" though

That's strange which version of Eclipse do you use? Which tern.java version do you use?
I am on Version: Mars.1 Release (4.5.1) Build id: 20150924-1200 and 1.2.0-SNAPSHOT, but I tried 1.1 release too and it was the same.
Same problem here, I'm following the instructions at github.com/angelozerr/angularjs-eclipse/wiki/Getting-Started, but I'm stuck when I get to the section 'Preferences Settings/Global Preferences/Node.js' as there's no Tern section in my Window/Preferences.
I'm running on Windows 7, with a new install of Eclipse Java EE IDE for Web Developers, Mars Release 4.5.2 and with version 1.1.0 of the Tern installation modules. I've tried the install on 2 separate Windows 7 machines with the same result both times.
I'm not sure what you mean by the 'tern.java version' in your question above. Eclipse is installed with jdk1.8.0_91 in my case.

Update: I've successfully restored Tern preferences in eclipse by downgrading to the 1.0.0 version of the Tern installation modules, so for now at least I'll go with that option.
Same issue here on Windows 10 eclipse neon.1 tern 1.2 Any progress on this issue?
I have tried to search the problem, but I don't understand?
@angelozerr Tern doesn't seem to show up in the preferences window. Any fix for this? I'm currently using Eclipse JavaScript Oxygen. I also can't see the Convert to tern... option.
This seriously seems like an amazing plugin but this is quite annoying not being able to see literally anything. It's not showing in the preferences window, anywhere in the convert area, but I can see it installed in the eclipse marketplace.
