I wonder if BACKUP_FTP_PRIVATE_KEY setting is rather confusingly named. I initially thought "why would anyone put a private key in a setting! Let alone the one from the BACKUP SERVER!! :)

BACKUP_PATH_TO_LOCAL_PRIVATE_KEY ?
