Changed the name of this issue to reflect that this should be `upgrade` to have it be in line with pip, and further we shouldn't confuse it with the `update_data.py`...

Let's add the upgrade functionality into the issues for each of the download sources, @mhmohona :) Thanks for the work here! 🎉
