Fog distance and cloud height

Allow these to be controllable by a server via packet

Maybe allow the server to limit the maximum view distance. Allowing the server to set the minimum distance would create lag issues for some.

I agree with cloud height -- that'd be neat. Gotta make those clouds 3D though. They're real ugly now :P
