This is not a bug. The IANA `Etc/GMT+1` zones are deliberately named the opposite way you expect. https://stackoverflow.com/questions/53076575/time-zones-etc-gmt-why-it-is-other-way-round/53089164
Since this is the typos project, I feel compelled to note: it’s SARIF, not SERIF. 😛
The fix in #28898 was reverted in #29610, and has not yet been reapplied in #29606. This still reproduces in 14.1.0 and 15.1.1. Please reopen.
