Yes, this is caused by ICU. The spec actually allows this behaviour, though. [FormatDateTimePattern](https://tc39.es/ecma402/#sec-formatdatetimepattern) selects the formatting options from `rangeFormatOptions`, which can have different options than what's stored in `dateTimeFormat`.
