[BUG] Unable to build the wheel development image as CentOS 7 has reached its EOL

Describe the bug

Since CentOS 7 has reached EOL, the mirror is moved to vault. When the Docker attempts to execute yum, it will return an error "Cannot find a valid baseurl for repo: base/7/x86_64".
