deploy ir with vineyard in standalone mode

prepare artifacts

• [ ] prepare binary/cmd/config and test in local physical machine
• [ ] prepare images, one for executor and vineyard, one for compiler

deploy in k8s

• [ ] deploy compiler service as LoadBalancer type, engine service(with vineyard) as StatefulSet with Persistent Volume
• [ ] manage configurations by helm
