As far as I can tell we do use `h3` for each comment header in a PR. I can't find the recording. Can you share again where the missing headers...

Can you provide some more steps? This looks ok to me. 

@joaomoreno I can't reproduce this. Do you always see it? I also tested with PR from your screenshot.

We should first discuss this in the UI sync. The file decoration API is also being finalized soon. We can use that for a checkmark for PR reviews too.

Since we are trying not to add new proposed API in October, moving to November.

No plans for this as yet. If folks who would use this could provide some details about what problem it would solve for them it would help us to prioritize...
