Merge queue support

It seems like our dependabot autoapprovals have stopped working since migrating to Merge Queues.

I believe the Action needs to be updated to support adding to a Merge Queue instead of Merging.

Never mind, it looks like this is something you have to reach out to github support to handle. They can enable dependabot to add to the merge queue via a @dependabot merge comment.
