Documentation or a technical specification (or even a link to) for the PANDA protocol is missing.

The section "Key Exchange Details" on https://pond.imperialviolet.org/tech.html contains the most detailed specification at the moment, but you're correct that this is insufficient to write an implementation.

I agree that it would be nice to have details specs at some point in the future, and hopefully not too far in the future.

In theory we should finish the paper we started for FOCI and perhaps even submit it somewhere. :)
