Support running LINSTOR on other distros (not only Talos Linux)

There is hardcoded configuration, which disables drbd-kernel-loader to run in Talos Linux:

Some users wanted to run LINSTOR on Ubuntu and other distros. We have to provide them such opportunity, even without providing warranties.

Workaround

To install drbd-dksm from this ppa https://launchpad.net/~linbit/+archive/ubuntu/linbit-drbd9-stack
