I have the same problem, and I believe it is genuine. Multi-folder workspaces are very common, so searching only the first folder isn't adequate.

Any update on this? It's still happening and it means I can't merge any dependabot PRs without considerable manual intervention.

Since the vast majority of README files are designed to render correctly in GitHub, it would seem sensible to replicate the HTML rendering in GitHub, in the NuGet gallery.

How about the filename (shortened if required)? For systems where files are read very quickly, there could be a lower limit for the amount of time a given filename is...

FWIW, I tested this with https://github.com/Particular/ServiceControl, and a single threaded build went from 43 seconds to 24 seconds.
