Currently `makeSplineApprox` does not work for periodic surfaces.

The `cad_surface` has 1 edge and 0 area. Does not sound correct to me. I don't understand your use case, but it does not seem to be supported by CQ....

I tried loading your step directly via CQ and nothing crashes, but I do get an infinite loop it seems. You'll have to raise an issue with OCCT I'm afraid....
