Hi, what is the current status on this issue and PR? I'm running into the same issue. Could someone please outline what is the recommended way to solve this issue?

@whereistejas Sorry for the long update, but this PR is ready to go on my end, only waiting for whoever's the active maintainer of this repo to merge it.

If you're still having trouble, I think I got around this by using the tool cache, could be wrong though, it's been a few years. (eg)

with:
  crate: blake2_bin
  version: latest
  use-tool-cache: true
