Update and rename drmon.lua to drmon.lua 900 to 200

Trying to change input flow to 200K so as to not overload the reactor on MC Version 1.12.2

Until there is a seperate fork specific to 1.12 PR's will more then likley be ignored.

I was just hoping to manage somehow to get a variation done for 1.12.2 because any time I use the program my reactor ends up blowing up when swapped on and I cant figure out why.

NB: This is for Minecraft 1.7.10. You will need to edit references within the code for any version higher to reflect any changes made to Draconic Evolution past its 1.7.10 release.
