Support for torch 2.0 docker images

We'd like to upgrade the torch verison in the Dockerfile to pytorch/pytorch:2.0.0-cuda11.7-cudnn8-runtime. However, this includes python 3.10 which is blocked by lack of vmd-python support for 3.10.
