support non-qwerty keyboard layouts
The client should transcode non-qwerty OTPs into qwerty-style before sending it to the server.
- the otp already uses modhex so a lot more clients work and it's not that dependent ( https://demo.yubico.com/modhex.php ), but for more "extreme" layouts like dvorak even that wont help.
although it might be better if the OTP is numbers only because they probably have the same position everywhere.
one idea might be making the pw 16 chars longer if they put in their basic "alphabet" they use for modhex first and then the server will know what letter means what.
