[UI] Add link preview to display a short description when user hovers over a link.

Add link previews to display an abstract (or a short description) on a link. This is particularly useful in tutorials and how-to pages where a user may benefit from this information without having to leave the page and risk losing context or getting distracted.

For reference, we're talking about something sort of like how Wikipedia's link previews work (for links within the same site).
