Split AccountSet Flag table into two less-wide tables

The table of AccountSet Flags is too wide for many screen sizes (including mobile, and half-width or rotated screens on desktop) which causes it to run off the side of the page, especially the description column. Users can scroll right, but it's not always obvious that they can and it's harder to read since you don't necessarily have the name and the description on screen at the same time.

It could be a lot easier to read with "Corresponding Ledger Flag" removed. Even though that's useful information, it's not as useful as the description, and it could be in a separate table.
