Cannot cash a Check from issuer if trustline is frozen (Version: 2.1.1)

Issue Description

If the trustline is frozen, the account cannot Cash the Check created by the token Issuer.

As with Payments, there should be no checks on freezing in transactions with the issuer.

(Since there are very few users of Checks, there is no need for a priority fix.)

Steps to Reproduce

  1. Issuer creates check to alice.
  2. Issuer freezes the trusline with alice.
  3. Alice cashes the check.

Expected Result

Transaction succeeds

Actual Result

Transaction failed in tecFROZEN.

Isn't this expected/desired behavior? The frozenness of the trustline should be checked at cashing time, not creation time.

Even if the trust line is frozen, payments from the issuer to the user are possible via Payment transactions. CheckCash should also allow payments in the same way.

Has this been changed in DeepFreeze so that it cannot be transferred in either case?

DeepFreeze does not allow outgoing or incoming funds.

Okay, it seems that the point mentioned in this issue has been resolved while Deep Freeze is enabled.

The behavior when DeepFreeze is disabled remains different.

You may close this issue, but it is also acceptable to leave it open to clarify this difference.
