Blur or otherwise make 'mature' single results opt-in

Problem

Currently if someone shares a direct link to an image in Openverse that is labeled as mature, users are shown the media without any indication that they are about to see mature content.

Description

We could blur or otherwise block single results until the user agrees to see mature content. We would want a message to the effect of:

This {media} has been marked as mature by our community. Would you like to view this image? [View Image] [Return Home]

I've given this a medium priority as it seems like a larger change that may be essential but is not urgent.

We should add the "needs design" label to this issue imo. It'd be nice to have @panchovm's input in terms of UX and some mockups to implement.
