Add feature to create a new configuration package from the Configuration Manger

When in the editor Configuration Manager, there should be a button to create a new configuration package.

Pressing this button will open a window with options allowing you to specify at least:

• The configuration’s name
• The configuration’s description
• And if you want it to be:
  • Completely bare-bones (i.e. just the most important ini files and default images, but without all 700 blocks and only one character, etc.)
  • PGE-Default compatible
  • Fully SMBX 1.3 compatible

I think it should be a separate utility for assembling config packs from scrartch.

Configuration package is big thing, and to have friendly config pack creation I have to implement separated utility which will provide tools to easily create and edit config files, and "Create Compatible" means cloning of existing config pack with remixing of it which would be as feature
