empty selectors

Selectors are empty :

&:not(.is-left-to-right), &:not(.is-right-to-left)

and are throwing warnings in compilers.

This was fixed in https://github.com/Wikiki/bulma-pageloader/pull/24 some time ago, but has not been published to npm. I started a fork and published a patch.
