Google group membership query errors are not properly reported

When Google Groups authorization is used and group membership query failed, then user sees "Not permitted" message, which is exactly the same as shown when query succeeded, but the user is not a member of any of authorized groups. The user should probably see "Internal Server Error" message instead of "Not permitted", in case queries to some groups failed, and none of the succeeded queries returned true.
