Similar to what is described in the VCDM spec, DC facilitates exchange of a range of data types and works in a variety of different regulatory and societal contexts. We should include a section that acknowledges this fact and asks implementers to account for it, both in allowing flexibility and facilitating strong user protections where necessary and allowed.
