sponsorblock and resolution locking for shorts

add an option to enable us to upload sponsorblock segments for shorts as well. also , resolution locking for the shorts.

they are just normal videos with a fancy player, so probably. there is no way to test anymore as the shorts player (now on desktop as well) does not have the button for adding a segment.
