Merge the `pg` alias into `pig` CLI tool

The pg alias is a thin wrapper to patronictl.

I'm going to merge that alias into pig patroni subcommand to simplify command line interface.

The rough idea would be a thin command build wrapper for patronictl, and also check available patroni.yml from the environment.
