Legacy Clients on Modern Servers See Paintings in Wrong Location

Bug Description

Paintings are offset and rendered at the wrong locations.

Steps to Reproduce

1. Run modern server (tested on 1.21.4)
2. Log in on 1.8 client
3. place a painating

Expected Behavior

The painting should be in the same position as seen on the screenshot from the modern client.

Try with 1.9.4 client, if it's still wrong this would be transformed to a ViaBackwards issue, otherwise it would be ViaRewind issue

Works on: 1.19, 1.19.2, 1.19.4, 1.20.2, 1.21.1
