Root privilege needed to connect to Wi-Fi

On the first run, system policy prohibits the user from connecting to Wi-Fi without the need to authenticate. It could be confusing, and it's an unnecessary complication.

Of course, after reboot when the user avatar is set and all, you can connect as you normally would. But is there any specific reason for this behaviour?
