[TF2] [x64_test] DXVK slows down alt-tabbing even in borderless fullscreen mode

In standard TF2 running on DirectX 9, minimizing and bringing the game back up is a near instantaneous task.

When DXVK is enabled on the beta build of TF2, every time the game is minimized or brought back up, the display behaves as if the resolution settings have just changed, delaying both actions by several seconds.

I first tested it on normal fullscreen mode, but even after running the game with borderless fullscreen mode (-windowed -noborder) and enabling DXGI Swapchain for Vulkan/OpenGL in Nvidia's control panel, this still happens.

Tested on Windows 11 23H2 and an Nvidia graphics card (RTX 3070 Ti). Running two displays, both at 1920x1080, one of them 144 Hz (used for the game; primary), the other 60 Hz.

If it is, my bad. I saw that issue, but I wasn't 100% sure it describes the same thing.

I'm not sure if this is a driver bug. I grabbed some random game that runs on Vulkan from my Steam library and it does not display such issues.

Tried to open Tf2x64 with -Vulkan and doesn't start even with up to date drivers (current vulkan version on my amd rx560: 1.3.264)

Haven't tested the -gl option yet, but it's spected to work as i'm able to run normal tf2 with -gl.

Might want to create a separate issue with some crash logs from your machine.
