[FEATURE] Right side panel in the labeling interface should be open by default

Is your feature request related to a problem? Please describe. It isn't clear that the ride side panel (containing regions and history) exists in the labeling interface.

Describe the solution you'd like Would like to see the panel open by default. Would also like the "regions" and "history" panels open by default.

Extending this, it should also remember to stay open / stay closed for the next sample.
