what does it mean in the desc. to use the 2019.1 "tag" for 2019.1 versions?

Sorry, I literally made my github account about 30 sec. ago, though I have used the site a little before.

For 2019.1 and prior releases, they are not in the Unity Package format. They are set up as Unity Projects which you can open or copy to your own project.

If you expand the branches drop-down and switch to the tags section, you can choose the correct changeset to download the version of the 2d-extras repository that would work for you.

Alternatively, if you do a pull using your Git client using the 2019.1 tag, you will retrieve this same version as well.
