[TT-4917] - Add Uptime Test Support

As an product owner, API Ops, Developer, I want to set up uptime tests to have Tyk report on the status of my backend services running in the cluster.

It appears this isn't supported yet with Tyk Operator. Here are the official docs, and here's the Operator code where it appears the functionality is not built yet.
