Set up ESLint and Prettier

For the same reasons as in #72 , this sets up static analysis and formatting for the rt/src folder.

[!WARNING] I've marked this pull request as a draft since merging it would be a headache to others, e.g. #80 . The merge of this needs to be coordinated.
