Implement snapshot_tribits.py to support partial updates and installs

In #26, I created a place-holder for the snapshot_tribits.py script under:

TriBITS/tribits/snapshot_tribits.py

Right now it is just a soft link to snapshot-dir.py now in TriBITS/tribits/python_utils/. After I complete the update to snapshot_dir_to_git.py (see #48), then it should be pretty easy to implement this script.
