Bet doesn't work if streamer is offline

Describe the bug Umm.. It's kind weird to say. but streamer able to launch predictions without stream. and when it happens, the bot doesn't auto-bet

To Reproduce Steps to reproduce the behavior:

  1. Go offline
  2. Launch the prediction without being online

Expected behavior A clear and concise description of what you expected to happen.

Desktop (please complete the following information):

  • OS: Raspberry Pi OS

Additional context Umm... Make this opt-in-able?

I guess it's because the bot is not connected to the chat to recognise that a prediction has been made, the important thing is that it recognises predictions when the streamer is online.

Bet and chat have a separated logic, but yes, we can't place a bet if the streamer is offline
